Cannabis use in Quebec in 2019

Data on cannabis use in Quebec come from the 2019 Quebec Cannabis Survey (EQC). For an overview of the survey results, see the summary of the 2019 Quebec Cannabis Survey produced by the Department of Health and Social Services.

According to data from the 2019 EQC, 16.4% of Quebecers aged 15 and over used cannabis in the last 12 months preceding the survey, which includes a period when cannabis was not legal. More specifically, 20.2% of men and 12.7% of women reported having used cannabis during this period.

Young adults aged 18 to 24 represent the group with the highest proportion of cannabis users, followed by adults aged 25 to 34. This proportion is:

Frequency of cannabis use in Quebec in 2019

Data from the 2019 EQC on the frequency of cannabis use among Quebecers aged 15 and over indicate that:

  • 43.5% of consumers use it less than one day a month;
  • 20.6% use it 1 to 3 days a month;
  • 24.0% use it 1 to 6 days a week;
  • 11.9% use it every day.

These same data presented by age groups show that:

  • Among 15 to 17 year olds, 78.4% use cannabis less than one day per month or between 1 and 3 days per month;
  • Among 18-24 year olds, 10.4% use cannabis daily;
  • Among 25-34 year olds, 13.5% use cannabis every day.

Change in consumption since legalization

Also according to the 2019 EQC, nearly 3 out of 4 people (77.6%) who had used cannabis in the 12 months preceding the survey indicated that their consumption had not changed since legalization, while 13.4 % indicated that it increased and 9.0% that it decreased.
